During the year 2015, the state Govt. launched above titled scheme in the state’ The scheme provides the BPL and orphan girls without any definite source of income, a cash assistance of Rs.z5ooo/- plus cost of five grams of gold for their marriage’ Though the scheme in spirit is of-course and definitely a part of welfare programme for these poor girls. There are cases who have crossed marriage age, but do not get a match due to financial constraints and absurd demands from the other side, which vary, In some cases it gets hindered due to dynastical matches, the caste, and standard of life etc.
However, perhaps to some extent it addresses the problems of this unfortunate and unapproachable girls that the scheme was launched in the state.
But as ill luck would have it that the lengthy process for submission of the case disappoints many deserving cases to leave it un done.
The applicants have to approach concerned department to obtain applicantion form which of course is necessary but to obtain income certificate from Revenue authority takes them months together, which the department concerned could to through their field agency within days. The department has a wide spread network of centres in every mohalla and village, who have ready made and updated information available at their centres regarding detailed information of every household falling under their areas. Added to that is the obtaining of Affidavit from lst class Judicial Magistrate which involves huge amounts for them to obtain.
These poor and unfortunate girls sometimes borrow from others to meet such expenditure. Though they submit the application forms well in time and complete as per demand of the department, at least one month earlier to their marriage date, yet the departmental procedures disappoint and disgust them when the cases are not sanctioned before the marriage date and not even after months together of their marriage. They wait and prepare their documents with the hope that this aid will be of great help for them, but due to its non-sanction at the proper time, they have to go for debt and become victim of moneylenders to borrow as per need on interest basis under helpless circumstances, or spread their hands for alms. Thus the basic purpose-of the scheme is lost. lt would have been better if this aid is received by beneficiaries concerned few days before their marriage, so that their needs are fulfilled and they do not become victims of moneylenders’ Therefore, the department concerned has to develop a foolproof device to ensure its sanction at the appropriate time, for that the department has to fix up responsibility of each member to complete his duty and full fill all procedural issues without any delay. The employees of the department should consider it a noble job and has not to oblige anybody, but to help an orphan, destitute, distressed or a needy who comes to him with high expectations. This way the image of General public and particularly of this wayward group for the department is also raised.
People have high expectations attached with the welfare programmes run by the department of Social Welfare as such. The welfare programmes taken in hand by department need to be implemented with good will zeal and sincerity.
The Welfare Programmes are the signs and symptoms of welfare state.
Therefore, the services under this head need to be implemented on priority to most deserving beneficiaries. The Welfare Programmes are not the services for general public but for under privileged, physically challenged people. Though employees concerned are paid by the Govt.for this very job yet. Justice demands that the employees concerned with these services attend to their duties on humanitarian grounds and ensure that the benefit reaches to the people for which the scheme is meant for.
